Error creating Bullzip.PdfSettings

I have a Problem with my VB.NET-Application (VS 2003 - .net 1.1):
When i run thy application on a different system like development, there is an error when is use "bullzip.writesettings":
"file or assembly name bullzip.pdfwriter or one of its dependencies is missing"
when i use dependency-walker, i get a hint, that IESHIMS.DLL and WER.DLL are missing
Can anyone help me, please?
